Effective date and Date of Rank
The promotion effective date is when the new grade takes effect. Date of Rank is the official date used to establish seniority and future time-in-grade calculations.
Why estimates use calendar arithmetic
Promotion rules expressed in months must be calculated with calendar months. Subtracting a fixed number of days can produce the wrong date around short and long months.
